Redesign of Parc Dan-Hanganu (formerly Parc Elgar) in L'Île-des-Sœurs

The redesign of Parc Elgar aims to honour the late architect Dan S. Hanganu and to enhance the landscape qualities of the park and citizens’ experience of this important civic space.

The project aspirations are to:

• Propose a commemorative approach that is meaningful and sensitive;
• Express a bold, creative design vision for the site, anchored in its context;
• Preserve the existing tree cover and increase it where possible;
• Increase biodiversity in the park, using native species in strata and in symbiosis with the local animal and insect life;
• Promote ecological and urban connectivity;
• Increase the comfort and community-focused ambience of the space; and
• Enhance co-existence among users by maximizing the spatial arrangement and readability of pathways and uses.

This multidisciplinary landscape architecture competition is an opportunity to provide L'Île-des-Sœurs with a one-of-a-kind park with an original concept that will raise the neighbourhood’s profile and allow it to stand out in a positive manner, while fulfilling criteria of design exemplarity and thus bolstering Montréal’s status as a UNESCO City of Design.

The budget for completion of the project is $908,820, plus taxes.

This competition is:

• a multidisciplinary landscape architecture competition;
• aimed at competitors from Québec or from a province or territory covered by an intergovernmental agreement on liberalization of public procurements applicable to Montréal;
• held in two stages;
• a project competition leading to a contract to execute the project.

Stage 1
All competitors are invited to submit their anonymous proposal, presenting an overall idea of the project aspirations in accordance with the objectives of the competition. The jury will retain four finalist proposals. This first stage is anonymous and unpaid.

Stage 2
The finalists attend an information meeting and are then invited to expand upon their idea and present their service offering to the jury at a public hearing. At the end of this stage, which is paid, the jury will select and recommend to the City a winner.

Stage 1 / Proposals

Any Team or Firm that meets the following conditions is eligible to enter Stage 1 of the competition:

• Consisting of at least two Designers, one of whom is a Landscape Architect who:
  • obtained their university degree in landscape architecture at least seven years ago;
    OR
  • has at least seven years’ experience in landscape architecture, has a university degree in a relevant field and has a peer-recognized landscape architecture practice.

The Lead Designer must be clearly identified.

Montréal encourages the formation of multidisciplinary teams.

Stage 2 / Service Offerings

Any team or firm that meets the eligibility conditions for Stage 1 and comprises, at a minimum, the following persons is eligible to continue on to Stage 2:

• A Coordinator who:
  • is a landscape architect having obtained a university degree in landscape architecture at least seven years ago or who has at least seven years’ experience in landscape architecture, has a university degree in a relevant field and has a peer-recognized landscape architecture practice; the coordinator may be the same person as the landscape architect at Stage 1;
    OR
  • is an architect and a member in good standing of a professional order or national association governing the practice of architecture for at least seven years and is authorized to practise the profession in Québec under the applicable laws;
    AND
  • has previously completed at least one spatial design project for a park or public square worth at least $900,000 in construction costs, or two park or public square projects worth at least $500,000 each in construction costs.

• A Civil Engineer who has been a member of a provincial or national order of engineers for at least seven years and is authorized to practise the profession of engineer in Québec under the applicable laws.

Competitors (Stage 1)
No fees or allowances will be paid at this stage of the competition.

Finalists (Stage 2)
Each finalist who presents a service offering deemed compliant with the Competition Rules will receive a lump sum of $20,000, plus taxes.

Winner
The maximum amount budgeted for the professional fees to be paid to the winner is $130,000, plus taxes (and including the fees paid for Stage 2).

Interested competitors may obtain the competition documents through the website of the Système électronique d’appel d’offres (SÉAO) (prior registration is required to do so). The documents will be available from September 10, 2021.

Given the public health constraints resulting from the COVID-19 pandemic and depending on how the situation evolves, Montréal may be required to amend the competition timetable and the conditions for presentations to the jury.

 This competition is being held in compliance with the proposed Règlement type pour un concours d'architecture, pluridisciplinaire ou de design de la Ville de Montréal (model rules for an architectural, multidisciplinary, or design competition sponsored by the City of Montréal) approved by the Ministère des Affaires municipales et de l’Habitation (MAMH).
