At the conclusion of the competition’s first stage, four anonymous proposals were received and deemed eligible. The jury met on November 3 and declared all four were eligible to be finalists, based on the criteria set out in the competition rules.

The competition’s second stage consisted of developing the initial proposal into a draft concept. At the conclusion of this stage, two finalists were deemed compliant and presented their proposal to the jury on December 16, 2021. The jury subsequently deliberated to select a winner.
