Following submission of their service offerings, the finalists presented their concepts to the jury on March 25, 2021. Because of the physical distancing measures dictated by the public-health crisis, the hearings were in the form of 20-minute video presentations produced ahead of time by the finalists, with a 20-minute question period involving the jury members and each finalist team on the day of the hearings.
