At the completion of Stage 1 of the competition, 22 anonymous proposals were received and deemed eligible. The jury met on December 10, 2020, to evaluate the proposals, and selected five finalist teams based on the criteria stipulated in the Competition Rules.

- Raquel Peñalosa, Landscape Architect + Mario Nájera, Designer + Diana Elizalde, Designer
For Stage 2, the finalists were asked to expand upon their proposals and produce a sketch. At the completion of Stage 2, four finalists submitted service offerings compliant with the Competition Rules and presented them to the jury members at an online hearing on March 25, 2021. The jury then deliberated to select the winning team.
