Parvis De Biencourt

The project awarded through this competition consists of reconfiguring Rue De Biencourt at the corner of Boulevard Monk, an important link between businesses on Monk and the various cultural and community organizations that bring the area to life. The site also offers a unique view of the façade of the former church Notre-Dame-du-Perpétuel-Secours.

The ideal design would create a distinctive and friendly pedestrian zone where people can gather and relax, one which highlights neighbourhood attractions. The design should incorporate one lane of traffic (for local residents) but still prioritize pedestrian safety.

This competition is part of an initiative (Programme d’implantation de rues piétonnes et partagées) aimed at accelerating the implementation of pedestrianization projects in public areas, with the ultimate goal of creating an urban dynamic that revolves around people and that places citizens at the heart of the urban development process.

The project budget is $950,000, plus taxes.

This project competition is:

• multidisciplinary,
• national in scope,
• held in two stages: the first consisting of anonymous proposals, the second consisting of service offerings prepared by four jury-selected finalists.

Stage 1
All competitors are invited to submit a proposal: an overall idea that conveys their vision of the project and its mission, in accordance with the competition objectives. The jury will select up to four proposals. This stage is unpaid and anonymous.

Stage 2
Finalists will be asked to expand on their idea and publicly present a service offering (concept/sketch) to the jury. At the conclusion of this stage, which is paid, the jury will select a winner.

Stage 1/ Proposal
Any firm or team that fulfills the following criteria is eligible:

• includes at least two designers,
• includes at least one lead designer:
  • who belongs to an order or professional association in the fields of development and design (landscape architecture, urban design) OR is a graduate of a university program leading to the design or completion of development projects in the fields of landscape architecture, urban design, or environmental design.
  • has at least five years of experience in similar projects, in particular the development of public property and, if necessary, can provide a letter of attestation or support.
  • who practices out of an office located in Canada at the time of entering the competition.

Stage 2/ Service offering
Any firm or team that fulfils the stage 1/proposal criteria, along with the following conditions, is eligible for stage 2:

• includes at least one civil engineer with five years of professional experience in similar projects and, if necessary, can provide a letter of attestation or support.
• includes a coordinator.

The jury is the same for both stages and is made up of the following people:

• Sylvain Villeneuve, director of urban development and heritage, Le Sud-Ouest borough

Competitors (Stage 1)
No fees or allowances will be paid at this stage of the competition.

Finalists (Stage 2)
Each Finalist who presents a service offering deemed to meet the competition rules will receive a lump sum of $15,000, plus taxes.

Winner
The maximum budget for the winner’s professional fees is $135,850, plus taxes (including fees paid for stage 2).
