The City of Montréal is launching a multidisciplinary landscape architecture competition for the design and building of the public space in the heart of Pierrefonds-Roxboro borough.
The goal of the project is to provide citizens with an urban space connected to the surrounding public institutions and parks, as well as to the Rivière des Prairies shoreline. The borough hall, Pierrefonds Library, Cultural Centre, Parc Du Millénaire woodland and a future aquatic centre are all nearby. The new development will unite the function and attractiveness of this sector, which will become the new heart of the borough’s identity.
The project aims to design a new, all-season community venue for meetings, gatherings and activities, a space that will be resilient to climate-related hazards (flood-prone area), including cooling features for the comfort of users, and that will be accessible and inclusive, meeting the needs of a diverse population.
The construction budget for the project is $3.7 million, plus taxes.
This competition is:
- a multidisciplinary design competition;
- held in two main stages: the first consisting of anonymous proposals, and the second consisting of submission of service offerings by a maximum of four finalists selected by the jury;
- intended for competitors trained as designers, landscape architects and engineers;
- a project competition leading to a contract to execute the project.
Stage 1: Submission packages
Any team comprising at least the following professionals is eligible to enter the competition:
- One sponsoring designer who has been a member of a professional order or association in the field of planning or design for more than five years;
or
is a university graduate in the field of planning or design having obtained their degree at least five years ago;
or
has at least five years’ experience in the field of planning or design and has a peer-recognized practice in the relevant field. Where necessary, the recognition must be attested to in writing by a person who is not a member of the Team and who would be eligible for the competition based on the first two stated criteria.
- One landscape architect who has been a certified member of a professional order or association in the field of landscape architecture for more than 10 years;
or
is a university graduate in landscape architecture having obtained their degree at least 10 years ago.
- One co-ordinator who has been a certified member of a professional order or association in the field of landscape architecture for more than 10 years;
or
is a university graduate in landscape architecture having obtained their degree at least 10 years ago;
or
who has at least ten (10) years' experience in the fields mentioned and whose practice in the relevant field is recognized by his or her peers. Where applicable, recognition must be attested in writing by a person who is not a member of the Team and who would be eligible for the Competition under the first two conditions;
and
has completed (coordination and reconciliation of all deliverables), within the last ten years, at least one public realm development project (public space or park) worth at least $3 million before taxes in construction costs, or at least three public realm development projects (public space or park) worth at least $500 000 before taxes in construction costs each;
- One civil engineer who has been a member of a provincial or national order of engineers for at least 10 years and is authorized to practice the profession of engineer in Québec under the applicable laws.
The jury is the same for both stages of the competition, and comprises the following individuals:

- François Rioux, Architect and Urban Designer, Provencher Roy
Stage 1: Proposal
No fees or allowances will be paid at this stage of the competition.
Stage 2: Service offering
Each finalist who presents a service offering deemed compliant with the Competition Rules will receive a lump sum of $35,000, plus taxes.
In the case of the winning team, this amount will be deducted from the fees stipulated in the contract for completion of the project.
Winning team
The maximum amount budgeted for the professional fees to be paid to the winner is $575,000, plus taxes (and including the fees paid for Stage 2).
