The jury convened on January 16 and 17, 2020, to review the 28 proposals deemed eligible and to select five finalist teams based on the evaluation criteria stipulated in the Competition Rules.
The five finalists chosen at the conclusion of Stage 1 of the competition were:
At Stage 2 of the competition, the finalists developed their proposal and produced a sketch. At the conclusion of this stage, four finalists submitted compliant service offerings. They gave presentations to the jury on June 22, 2020. The jury then deliberated to select the winning project.
