The Société de développement commercial (SDC) Promenade Fleury, which brings together and supports the 245 business members established on its territory, is launching an anonymous design competition to enhance its commercial artery, located on Fleury Street East between Saint-Hubert Street and Papineau Avenue in the northeast sector of the Ahuntsic-Cartierville Borough.
The project, to be chosen at the end of this competition, consists in implementing a semi-permanent design concept to enhance La Promenade Fleury. The aim is not to transform the physical shape of the street, but rather to enhance Fleury Street East by improving the users’ experience and creating a friendly, unifying and distinctive setting for residents, shoppers and workers.
The Société de développement commercial (SDC) Promenade Fleury hopes to put in place a design concept that will offer users a new experience, improve the atmosphere of the street, reinforce the identity of La Promenade Fleury and, more broadly, contribute to the quality of life of the neighbourhood.
The budget to complete the project is $255,000, plus taxes.
This design competition is:
- Open
- Without registration fees
- Provincial in scope
- Held in two stages: the first involving anonymous proposals and the second involving service offerings prepared by a maximum of four finalists chosen by the jury
Any firm or team is eligible to enter the competition, provided that it meets the following conditions:
- Consist of a minimum of two concept developers, at least one being a designer;
- Be able to complete and have already completed a turnkey project in the public domain or must join forces at the second stage of the competition with designers or other consultants that have this expertise
- Operate from an office located in Quebec at the time of entering the competition
Concept developers that are not designers may come, in particular, from the fields of events, multimedia, performing arts (set designer, director, lighting designer) and the visual and media arts.
Multidisciplinary teams are encouraged. Engineers may join a team.
The jury, which is the same for both stages, comprises the following individuals:

- Gabrielle Bleau-Mathieu, borough resident, teacher in art history
- André Émond, landscape architect, META + FORME paysages, member of SDC Promenade Fleury
- Jérôme Glad, M.Arch, urban designer, Pépinière & Co.
- Josée Labelle, associate landscape architect, NIP Paysage
- Laurence Pasteels, creative director and chief expertise graphic design, GSM Project
- Isabelle Quinn, chair of the board of directors of SDC Promenade Fleury, owner of Sweet Isabelle
- Francine Vallée, member of the board of directors of the SDC Promenade Fleury, owner optician, Lunetterie C4GO
No compensation is planned in the first stage of the competition.
In the second stage of the competition, a maximum of four finalists will receive a lump sum of $5,000 each, plus taxes.
The budget to complete the project is $255,000, plus taxes, and includes:
- Professional design fees to refine the concept of the service offering submitted by the winner
- Professional fees to draw up plans and estimates for the manufacture and installation of the concept, as well as the maintenance and servicing estimate
- Professional fees of engineers and other required professionals, where applicable
- Production costs
- Costs of manufacturing the elements of the concept
- Costs for maintaining, servicing and replacing various elements in the event of breakage for a five-year period
- Costs of mounting and periodic dismantling and storage (if applicable)
- Manufacturing and installation contingencies
- Insurance

Answers to the questions will be forwarded to all registered contestants.
Registration in the competition is compulsory and free. This enables competitors to obtain the program and technical appendices, as well as ensures a link to the professional advisors’ communication network.
